What are the various modes of retirement from the Public Service?

The Pensions Act Cap 286 identifies a number of means through which an employee can leave the Public Service under pensionable circumstances. They include:-

Retirement TypeConditions/ Entitlements
Mandatory Retirement
  •  39-65 for UPDF;
  •  60 years for TPS, TS, LG and police & prison services;
  •  65-70 for Judges and Justices
  •  Entitled to life time pension and a commuted pension gratuity (optional)
Early Compulsory retirement
  •  On restructuring; abolition of office; divestiture/ privatization; excess staffing;
  •  Attracts additional 25% pension;
  •  Entitled to life time pension and a commuted pension gratuity (optional)
Early Retirement
  •  10 years of service  and 45 years of age
  •  20 years of service and no age limit
  •  Entitled to life time pension and a commuted pension gratuity (optional)
Medical Grounds
  •  Due to illness or injury
  •  Granted by the appointing authority on the recommendation of the Medical Board
  • Entitled to life time pension if served for at least 10 years or else pay a short service gratuity and a commuted pension gratuity (optional)
Early Retirement on Medical Grounds (injury sustained during official work)
  •  Entitled to pension and additional pension of 5/60, 10/60, 15/60 and 20/60 for impairment, partial impairment, material impairment and total impairment respectively.
  • May be granted regardless of confirmation, appointment circumstances and length of service
Retirement on Marriage grounds
  • Applies Only to female officers after at least 5 years of service
  •  No monthly pension entitlement
End of Contract retirement(% according to the specific contract conditions)
  •  Appointment only applies to rare skills
  •  Contract percentage must have been stated in the contract e.g. 25%, 30% and 40% being the highest
Retirement due to transfer from the PS to Other Public Service
  • Paid short service gratuity if served for less than 10 years
  •  Paid gratuity (optional) and life time pension if served for 10 years and above
  •  Benefits are frozen until retirement from the other Public Service
  •  If dismissed from the Other Public Service loses retirement benefits
